The Water/Wastewater Financing Program is a state-funded program that supports public infrastructure projects for drinking water, wastewater, or stormwater systems working to achieve or maintain compliance with drinking water or water quality regulations. The program provides below-market loans and, for eligible entities, reduced interest rates and partial grant funding.

The program supports: Technical Assistance for eligible applicants with populations of 15,000 or less. Infrastructure Projects including design and/or construction of public drinking water, wastewater, and stormwater projects. Eligible entities of any size may apply for Infrastructure Project funding.

Eligible entities are “municipalities” as defined in ORS 285B.410. These include: Cities, Counties, County service districts (organized under ORS Chapter 451), Tribal councils of federally recognized tribes, Ports (including Port of Portland created by ORS 778.010 and Ports organized under ORS 777.005 to 777.725 and 777.915 to 777.953), and Special districts (as defined in ORS 198.010). Who is Eligible?

Eligibilities for applicants and activities differ between Technical Assistance awards and Infrastructure Project funding for drinking water, wastewater, or stormwater construction projects.

Technical Assistance

For municipalities with a population of 15,000 or less, eligible Technical Assistance activities are: Water Master Plans for drinking water systems with 300 or more connections. Water systems with less than 300 connections may be eligible for the Sustainable Infrastructure Planning Projects (SIPP) funding for Water Master Plans. See Oregon Health Authority’s SIPP website or contact a Business Oregon Regional Development Officer (RDO) for more information. Wastewater Facility Plans for wastewater systems (no restriction based on number of connections). Studies to assess the feasibility of regionalization of drinking water or wastewater infrastructure. Preliminary engineering, planning, and other feasibility studies for drinking water, wastewater, or stormwater systems. For these requests, documentation from the relevant regulatory agency (typically Oregon Health Authority or the Department of Environmental Quality) is required to demonstrate that the study is needed. Contact your Regional Development Officer for more information.

TA funding is available in grants up to $50,000 and loans with 1% interest rate up to 10 years. No match is required. TA funding is subject to availability of program funds.

Infrastructure Projects

To be eligible for funding for the design and/or construction of infrastructure projects for a drinking water, wastewater, or stormwater system, projects must meet specific criteria and provide acceptable documentation. Eligible entities should contact a Business Oregon RDO to learn more.
