Who is Eligible?

Public K‐12 school districts, community colleges, and education service districts are eligible for the grant program. For emergency services facilities, the emphasis is on first responder buildings. This includes hospital buildings with acute inpatient care facilities, fire stations, police stations, sheriff's offices, 9‐1‐1 centers, and Emergency Operations Centers. What Activities are Eligible?

Eligible activities include: Structural improvements including non-structural; Architecture and engineering; and Project management.

Ineligible activities include: Demolition/rebuild or new construction; and Solely non-structural projects (e.g. chimney removal/bracing).

Buildings with a mix of eligible and ineligible uses can be considered if an entity pays for the ineligible portion of the project. Eligible projects can apply for as much as $2.5 million through the SRGP. What is the Application Process?

A completed application packet includes these mandatory documents: Engineering Report Information Template A summary of key information regarding the details of the proposed retrofit, as well as a checklist the applicant must complete in order to ensure that the application is complete. BCA Spreadsheet Developed specifically for Oregon SRGP, this spreadsheet is used to quantify the potential costs and benefits of a proposed retrofit project. It is heavily influenced by similar tools developed by FEMA. The main output of this spreadsheet is a Benefit-to-Cost Ratio (BCR), which is one of the metrics used to compare the relative competitiveness of each application SRGP Application The applicant will need to use this form to fill out information about the applicant entities, the building, and the proposed scope of work.

*Conservative contingencies should be built into all budget categories. Project management, construction management, asbestos abatement, testing, permitting, construction, labor, and temporary relocation are examples of costs that should be considered when putting together an accurate cost estimate.

Applications will be evaluated by a statutorily designated grant committee, which represents the education sector, emergency services, local government, and other state agencies. The committee makes award recommendations to Business Oregon.
