Oregon state law recognizes the important role of ports in economic development. Business Oregon supports ports' economic development efforts by way of technical assistance, intergovernmental coordination and responsible investment. The Port Planning & Marketing Fund provides grants for strategic business planning as well as other planning and marketing projects that improve the port's ability to carry out its authorized functions.

Who is Eligible?

Any port district incorporated under ORS Chapters 777 to 778 is eligible to apply. How Does Funding Work?

Grants are capped at $50,000 or 75 percent of the total project cost, which is less.

Grant applications to develop or update strategic business plans will be given the highest priority. Ports are required to review and update their strategic business plans every 10 years by state law ( ORS 285A.660; OAR 123-025-0016).

Ports must have a current strategic business plan to be eligible for funding for other planning and marketing projects.

Other high priority projects include: regional or cooperative projects that benefit more than one port; projects that leverage other marketing and development efforts by the state or other government units; projects leading to economic diversification, development of a new or emerging industry, or redevelopment of existing public facilities; and immediate job or revenue creation projects. What is the Application Process?

Applications are accepted year round. To begin the application process ports should consult with their respective Regional Development Officer to learn more about the program, discuss their interest, and receive assistance in filing the necessary application materials.
