Program Description: The Maryland Energy Administration (“MEA”) Fiscal Year 2026 Jane E. Lawton Conservation Loan Program (“FY26 Lawton Program”) has closed for FY26. By law, the program will transfer to be administered by the Maryland Clean Energy Center beginning July 1, 2026.
The Jane E. Lawton Conservation Loan Program offers loans to Maryland nonprofit organizations, local governments, Maryland businesses, and state agencies to finance cost-effective energy efficiency and conservation projects to benefit their facilities and operations. Comprehensive projects that include multiple measures to maximize energy cost savings and greenhouse gas emissions reductions are highly desired. 3% Interest Rate for all eligible businesses and non-profit organizations in the State of Maryland requesting a micro loan 2% Interest Rate for all eligible businesses and non-profit organizations in the State of Maryland requesting a traditional loan 0% Interest Rate* for all Maryland State and local governments and their instrumentalities __ **_*Subject to Lawton state government approval, Jane E. Lawton's loan will carry a 0% interest rate and a 1% administrative fee calculated on the loan balance._
Program Purpose:** To identify and install energy conservation measures and improvements in eligible facilities that reduce energy consumption and cost.
Statutory provisions governing the Jane E. Lawton Loan Conservation Program are found at the Md. Code Ann. State Gov’t Art. §§ 9-20A-01, 9-20A-10. Regulations governing the Lawton Loan Program can be viewed in the Code of Maryland Regulations (COMAR), section 14.26.01.
