The legislature adopted House Bill 4084 (2025) and committed $25 million dollars to the Industrial Site Loan Fund (ISLF) to support public and private investments in industrial lands projects, including property acquisition/consolidation, transportation improvements, utility improvements, and environmental remediation or mitigation.

The Industrial Site Loan Fund will increase the supply of ready industrial land for traded-sector businesses.

ISLF Open for Applications

Business Oregon is pleased to announce a Request for Applications (RFA) for a new $25 million dollar industrial site readiness fund for municipalities and private businesses opening Wednesday, July 8, 2026 at 8:30am (PDT) and closing on Friday, September 4, 2026 at 5:00pm (PDT).

Applicants may choose to submit an application for either a Planning Project or Development Project. The minimum loan or forgivable loan amount per Project is $25,000. Applications for Planning Projects shall be considered for up to $250,000 as forgivable loan. Applications for Development Projects shall be considered for up to $4,000,000. Loan repayment may be deferred for up to 5 years.
