While Oregon has significant quantity of industrially zoned land available throughout the state, technical assistance is required to support the further preparation of these sites for investment and development. The Industrial Lands Technical Assistance grant program was created to boost the state’s inventory of project-ready sites and accelerate private investment.

In the Fall of 2022, Governor Kate Brown awarded $1 million from the Strategic Reserve Fund (SRF) to develop a one-time grant program for Industrial Land Technical Assistance. Business Oregon developed and launched the grant program in May 2023. Business Oregon received 19 applications from across the state totaling $1,442,193 in grant request. Applications were reviewed by internal staff for eligibility and funding scenarios were developed that included funding from the Special Public Works Fund (SPWF), which also provides Planning Grants for Industrial Land Readiness. Program Overview

Any public entity such as county, city, port district, local tribe, or private property owner (in cooperation with a local jurisdiction) ready to take the next steps toward industrial site readiness may apply. This Strategic Reserve Fund supported grant is anticipated to last between 8-12 months or until the funds are expended in full. Funds dedicated to the project will be distributed as grants to both public and private partners who apply to Business Oregon through the application process herein described. It is the intent of the agency to provide technical assistance for industrial sites located throughout Oregon, in both urban and rural areas.

This one-time, pilot grant program provides funding to address specific site development needs faced by industrial property owners and managers. Eligible industrial sites may be awarded grants between $25,000 to $100,000. The intent of the Industrial Lands Technical Assistance pilot grant program is to incentivize economic growth by financially assisting site readiness activities, which will strengthen the state’s position to attract new investment, economic development, and livable-wage employment. The funding is provided to award grants to develop the establishment or improvement of industrial lands suitable for supporting manufacturing and R&D in key traded sectors such as advanced manufacturing and technology production, outdoor gear and apparel, bioscience, forestry and wood products, and food and beverage.
