Page Navigation Housing Infrastructure Financing Program (HIFP)

House Bill 3031 (2025) created the Housing Infrastructure Financing Program (HIFP) and directed the Oregon Infrastructure Finance Authority (IFA), which resides within Business Oregon, to administer the program.

The purpose of HIFP is to provide grants, loans and forgivable loans to entities for water, wastewater, stormwater and/or transportation infrastructure for a specified proposed housing development. Initial funding for the program was $10 million in lottery bonds. _The bond sale is anticipated to occur in May 2026._
